Job Opportunities at the Border Patrol Academy
The CBPBorderPatrolAcademy, located in Artesia, New Mexico, is looking to employ more Rehired Annuitants to instruct Border
Patrol Interns. Positions are available in Operations, Spanish, Physical Techniques, Driver Training, Firearms and conducting
evaluations of practical exercises.
The hiring and training of Interns present both a challenge and an opportunity for the Border Patrol. CBP expects all
training directed at achieving the President's target of 18,319 Border Patrol Agents on board by December 31, 2008, to be
conducted at the BorderPatrolAcademy in Artesia. CBP expects to train 4,950 Interns in fiscal year 2008 and 1050 trainees
in the first quarter of fiscal year 2009. The Academy has increased the number of Rehired Annuitants to meet the increased
training load. The benefits of having former Border Patrol Agents teach new Border Patrol Agents are invaluable. Their credibility
is unmatched and Border Patrol Interns profit from their experience.
The Academy is looking for retired agents who have 20 years of experience in, or retired from, the Border Patrol. Rehired

To: Active & Retired Police and Corrections Officers
Re: HR- 218 qualifications in your area.
Sirs,
I obtained your name, e-mail and/or phone as, you had indicated a desire to qualify for the Federal law HR 218 Carry Concealed
Weapons certification. I am the CJSTC certified Florida state instructor who will oversee your shooting qualifications and
give you your required wallet sized certification to carry with your ID, immediately upon your successful completion of the
firing course on the below date. You will then be permitted to carry a concealed weapon in all 50 States and will be exempt
from the "states" requirements to obtain CWP's.
The event will involve a few minutes of paperwork, going over the course, basic gun safety,
HR 218 Do's and Don'ts after which we start the actual shooting qualifications. The shooting course is a 40 round timed draw
and fire course from the 3, 7, and 15 yd. lines. (per weapon)
You must score a 32 out of possible 40 hits in a silhouette target. The course has one mandatory reload (per weapon) So bring
one extra magazine and/or one extra speed loader for each weapon you will be qualifying with.(re-loading revolvers from loose
rounds in your pocket or carpenter's apron is OK, though impractical and too time consuming for semi-auto magazines) There
is no further distance nor any written test, running, jumping, night light shooting, repelling from helicopters or anything
else.
Active Florida officers are required by "State " law to shoot the herein described statewide uniform course of fire at least
every two years. However, all Retirees (regardless of from what state or agency retired from) MUST fire the herein described
course of fire at least once a year to qualify (and most importantly...have written proof of) to carry concealed under "FEDERAL
HR 218" law. As per HR 218, Retirees shoot the same exact course of fire as the statewide uniform course of fire that Active
officers shoot in the state of residence of the Retirees. (described in previous paragraph)
NOTE: Such qualifications need to be administered by one who is similarly certified, experienced and state credentialed
as the undersigned. The only other option available to retirees, is to return to the agency (wherever that may be) from which
you retired and request (strictly their option) that they qualify you under the course of fire as established by your former
agency for their current/active officers and supply some documentation to successful completion to their qualification requirements.
Such qualification will most certainly be much more extensive, demanding, complex, expensive and time consuming (than that
established by Florida described above). NOTE: Many agencies are refusing to qualify (under HR 218) active and retirees,
even their own, under the guise of imaginary liability issues.
** NOTE: You must qualify with the type firearm (revolver or semi-auto) you plan on carrying concealed. That is, if you plan
on carrying a revolver, you must qualify with any revolver, (not necessarily the very same revolver you plan on carrying).
If you plan on carrying a semi-automatic pistol, then you must qualify with any semi-automatic pistol, (not necessarily the
very same one you plan on carrying concealed.) Thus, the total maximum number of weapons you should qualify with are TWO (one
revolver and/or one semi-automatic pistol. Do NOT show up with a trunk full of weapons (especially weapons you are not familiar
with.)
Unless you close your eyes when you shoot, you will pass this shooting course. So, don't be worried. I will work with you
to assure you pass.

and Museum on the South side of Rt 405 both are just a few yards from Rt 405, you can't
miss them.
Horizon Dr. runs between the Kennedy Museum and the American Police Hall of Fame
Museum. Continue to turn right in to the Police Hall of Fame Range& Museum parking lot.
Park near the end of the building closest to Rt 405 and go in that door.
(If with these great directions and landmarks, you still can't find the place then, it is
unfortunately because you are now apparently..... legally blind !! Then, without delay
sell your guns, sharp objects and car before you hurt anyone
or yourself. Then go buy a seeing eye dog !!)

SAFETY NOTICE
Please arrive at the range with weapons and magazines EMPTY. You will be told when to load. On commands only, weapons and
magazines will be accurately loaded with no more than 6 rounds at any given time.
If someone has a legitimate reason to shoot in a particular group or time as having an important appointment, or participate
with those with whom you carpooled, advise me of that so I can try (no promises) to accommodate you by getting you through
quickly and get you on your way. HOWEVER, there are many reasons for delays in your turn to shoot for which the instructor
has no control over nor will be responsible for. Those who only wish to qualify with one weapon only may be allowed to shoot
before those with multiple weapons.
NOTE: You may be at the range 1-2 hours or 5-6 hours, depending on turnout or re-shoots. It is best to have nowhere else you
need to be on the day of your shoot. So, plan your day accordingly !!!
NOTE: Those with medical conditions such as diabetes or other conditions where being exposed to hot/humid weather, indoor
stuffy ranges or can’t stand for periods of time exceeding 20-40 minutes should be aware of their possible
limitations. (Don’t push yourself. Remember, we aren’t as young and healthy as we used
to be !
The Titusville range is properly and comfortably climate controlled and well ventilated.
Some ranges have snack/candy/soda machines available and some don’t. Some ranges are near restaurants,
some are not. (not near anything, for that matter ! Some snacks and cold drinks are available at this range. Restaurants are
near this range.
Again, a lot of time and effort has gone into scheduling these shoots. Please make every effort to appear after having been
scheduled as you requested.
Come and enjoy yourself and see old friends and those currently or formerly from "the job".
APPROX COST: $62.00 Part to Chuck, part to the range (for which prices may vary a few dollars) (cash preferred) This range
does accept credit cards. Range accepts checks from Fla. banks for range fees and purchases (not Chuck's fee) Chuck is not

Payments will be accepted at the range on the day of the shoot. Payments are still due even if you do not complete the shooting

Lawrence (Larry) Lermo entered service in the Border Patrol at Calexico, CA on Aug 15, 1949. He served in
Tampa and Miami, FL. and was then transferred to San Juan , Puerto Rico as an Immigration Inspector in 1958.
He was transferred to Helena, MT in 1960, to Portland, Or in 1965 and then to Bellingham, WA in 1974. He retired
in January 1981 and then served approximately 2 years in the Legalization Program in 1987, 1988 in Yuma, AZ and Las Vegas,
NV. They recently moved to Sweet Home, OR after living 25 years in Wamic, OR.
Larry and Ethel Lermo were married June 7, 1947 in Guthrie, MN. and will be celebrating their 60th wedding anniversary
this year.

Hi, this is RJ Miller
of the Tucson station. I'm the Station Primary Firearms Instructor and am working to help the retirees to get their
creds.
Currently in the state
of Arizona, there are some hoops to jump through with the Arizona Dept of Public Safety. They require a letterhead from
the Border Patrol that indicates that the retiree retired in good standing and meets the requirements as put forth in the
LEOSA (Public Law 108-277 or HR 218).
The guys can yahoo or
google www.azdps.gov/ccw. From there they can access the forms and applications for the state paperwork.
I'm working with Tucson
Sector about the guys setting up appointments for when they can come in for the photo and the letterhead with the A-Chiefs.
Nothing yet on this from
them because this all really new. The devil is always in the detail.
This applies for all

Position Requirements:
Federal or state immigration and
customs or border security training academy graduate. 4+ years of work experience as a U.S. Border Patrol Officer, as an officer
within the Bureau of Immigration & Customs Enforcement (and its predecessor agencies) or as a state law enforcement officer
with principal responsibilities for assisting federal officials with respect to immigration or border security. Minimum GS-11
level or its equivalent, including service as a field training officer. Extensive knowledge/experience in any 4 of the following:
Immigration laws, regs and operating procedures; Customs laws, regs and operating procedures; Border Security laws, regs and
operating procedures; examination and identification of fraudulent documents; contemporary smuggling techniques & trends;
firearms; unarmed self-defense techniques; customs, immigration or borders security training curriculum development; or operational

Maybe you can slip this into the TBL near the Conference information.
For RV'rs heading for the conference there are at least three rigs (Gilson, Leis, & Redondo)
planning on staying at the Traveler's World RV Resort.
We checked our Trailer Life Directory & Passport America Directory & it would appear
that Traveler's World RV Resort would probably work out best for us. (page 1396 in the Trailer Life Directory &
page 337 in the Passport America Directory). A four night stay would average about $30 a night by using Passport America
& about the same through the Good Sam.

TAX RELIEF BILL
Legislation to
allow federal and military retirees to pay their health insurance premiums with pre-tax compensation was introduced today
by Rep. Tom Davis (R-VA), ranking member of the House Committee on Oversight and Government Reform (COGR) and 28 original
bipartisan cosponsors, including Rep. Steny Hoyer (D-MD), COGR Chairman Henry Waxman (D-CA) , Subcommittee on Federal
Workforce Chairman Danny Davis (D-IL), Reps. Jon Porter (R-NV) and Chris Van Hollen (D-MD), the entire Washington, D.C. metropolitan
area delegation and 19 members of the House Ways and Means Committee, which is the panel with jurisdiction over the bill.

The Davis bill (H.R. 1110) would amend the tax code to allow Federal civilian and military retirees - as well as active duty
military employees - to pay their health insurance premiums on a pre-tax basis, as active federal civilian employees can already
do.
"On behalf of our nation's 2.3 million federal
annuitants, I am happy to give the National Active and Retired Federal Employees Association's (NARFE) strongest endorsement
to the bill introduced today by our good friend, Congressman Tom Davis, that would help retirees and survivors living on fixed
incomes to bear the burden of high health insurance costs," NARFE President Margaret Baptiste said.
H.R. 1110 is supported by the Military Coalition -- a group of 35 military, veterans and uniformed services organizations -- and most organizations which represent federal and postal workers and annuitants.
Under this legislation, the amount retirees pay for their share of health insurance premiums would be subtracted from the
amount of their income reported to the Internal Revenue Service. The income tax paid by retirees would be lower because
their taxable income would be lower. Federal and military retirees would not be required to take any further action
under this legislation since their reported income would automatically result in lower income tax.
Baptiste said that, "the reasons why this bill should become law are clear. Since 1998, we have had several years of
double digit increases in Federal Employees Health Benefits Program (FEHBP) premiums, while cost-of-living adjustments (COLAs)
for federal civilian and military retirees have increased by an average of just over 2 percent. In response, this 'premium
conversion' benefit was granted to executive branch employees in October 2000 and to legislative branch workers in January
2001. While we're glad that our colleagues who are still working receive this relief, we were disappointed that annuitants
were left out since the tax code is unclear on whether we may participate. As a matter of equity, federal annuitants
must receive this same relief."
"More than
just retirees should care about this legislation," said Baptiste, "Imagine the shock of a newly retired federal employee when
she receives her first annuity check and learns that the federal government no long uses pre-tax compensation to pay her share
of health insurance premiums," Baptiste said. "That average annual tax savings of $820 she received when working ended
when she retired from the government – just when it's need the most."
"I pledge the full advocacy efforts of NARFE behind this legislation," the NARFE President concluded.
NARFE, one of America's oldest and largest associations, was founded in 1921 with
the mission of protecting the earned rights and benefits of America's active and retired federal workers. The largest
federal employee/ retiree organization, NARFE represents the retirement interests of nearly 5 million current and future federal
annuitants, spouses, and survivors.

Chief Ron Colburn’s Promotion
Customs and Border Protection Commissioner
Ralph Basham and I are proud to announce the promotion of Chief Patrol Agent Ronald Colburn, of the Yuma Sector, to the position
of Deputy Chief of the United States Border Patrol. Chief Colburn will assume his new position upon the retirement of Deputy
Chief Kevin Stevens.
As the Border Patrol prepares to bid
Deputy Chief Kevin Stevens farewell from the active ranks of the Border Patrol, we must continue to insure succession and
continuity of leadership at the rank of Deputy Chief of the United States Border Patrol. The position of Deputy Chief confers
the responsibility of Executive Officer upon the incumbent.
Chief Colburn will succeed Deputy Chief
Stevens upon his retirement on or about June 30, 2007. Chief
Colburn joined the United States Border Patrol in 1978 with Academy Class 125, where he graduated with academic honors. He
has served as a Border Patrol Agent (Douglas Station), Supervisory Law Instructor at the Border Patrol Academy (FLETC-Glynco),
Supervisory Border Patrol Agent (Nogales Station), Patrol Agent in Charge (Watertown Station), Field Operations Supervisor
(BORTAC), Patrol Agent in Charge (Sonoita Station), Assistant Patrol Agent in Charge (Nogales), Assistant Chief Patrol Agent
(Tucson Sector), Associate Chief (HQBOR), Director for Law Enforcement, Homeland Security Council, Executive Office of the
President (White House), Senior Associate Chief - Operations (HQBOR), and Chief Patrol Agent (Yuma Sector). Chief Colburn’s
family has a strong legacy and tradition within the Border Patrol. His grandfather patrolled the southwest border prior
to World War I as a Mounted Patrol Inspector, his father served in the Border Patrol and INS for nearly 30 years, and his
son is now a Border Patrol Agent at the Casa Grande Station. Chief Colburn brings a highly diverse background and experience
to his position.
The Border Patrol is undergoing a tremendous
amount of growth in the areas of personnel and infrastructure and is experiencing a transformation in the use of technology.
SBInet is the component within Customs and Border Protection that is forging this transformation. A critical element in insuring
successful design, architecture, and implementation of SBInet is securing the benefit of operational expertise at every juncture
as SBInet evolves. In the next few weeks, Chief Colburn will be detailed to CBP Headquarters as the acting Secure Border Initiative
(SBI) Deputy Program Director. He will serve in this position until he officially assumes the Deputy Chief position at Headquarters.
Chief Colburn will be bringing his extensive field experience to SBI to help assist the SBI team over the initial hurdles
for SBI design and implementation. He will provide a strong Border Patrol operational presence on the SBI team. This
will allow Customs and Border Protection sufficient opportunity to select a permanent Deputy to the SBI Office and will also
provide Deputy Chief Colburn with a solid foundation on SBI initiatives and developments. Chief Colburn’s leadership
and personal operational experience will prove invaluable to the SBI team. And the experience he gains from his assignment
to SBI will be instrumental to his responsibilities when he transitions into the Deputy Chief’s position, following
the retirement of Deputy Chief Stevens.
Commissioner Basham and I are pleased
to congratulate Yuma Sector Chief Patrol Agent Ronald S. Colburn on his promotion to Deputy Chief of the United States Border
Patrol.
